Sphere of Influence: a territorial area within which the political influence or the interests of one city are held to be more or less paramount.
This is the specific city's desired future land acquisition. City's may wish to
annex the specific areas to bring in more revenue many ways including:

Q: What happens if we are annexed into the Sphere Of Influence area?
Stay Unincorporated (as we currently are):
If we are left unincorporated as we are now, we will continue to be governed by
the County rules and regulations. We will continue to get County Fire support.
Become Annexed by Riverside:
We would be governed by the rules and regulations of the City of Riverside. Our
tax base would be governed by the City of Riverside as well as all of our
services. This would include paying to buy existing infrastructure as the City
would need to buy the infrastructure to create city services. Higher taxes and
fees on these services due to the City being the new retail provider. Our voting
voice in this new city would be about 3% for our total rural area.
Create our own City of Lake Mathews:
We would be able to create the laws and set the development standards. Our tax
base would be governed by locally elected officials. The new City would also
need to buy the infrastructure to create city services. Our voting voice in this
new city would be much closer to 100% for our total rural area.
